    Not surprising that the LED's are being turned on and off by the modulator rather than actually modulating. LED's have a cutoff voltage so if the voltage is reduced too much, they simply turn off rather than dim like a halogen would. It may be a matter of not reducing the voltage as much when the modulators are used with LED's. Not sure how well that would work either but someone will need to experiment to know for sure. I'm in the camp of not being a fan of modulators but rather adding additional really bright lights to increase conspicuity.

    The regular incandescent headlights modulate with no issue; and it is perceptible.

    My take on this for you....

    1. You can choose to run them; carry the statute with you. If pulled over, explain to the cop what they are and how they work. Show him/her the statute.

    2. Take them off and get a refund from Kisan citing that they are not doing what they are supposed to be. If you paid for it with credit card; you will have no problem getting your money back (false representation of product).
    I did this when I had them on my VTX. I had a VA state trooper pull me over once because he thought I was signalling traffic to move over (which apparently is illegal in Va). I explained the modulators, he had never heard of them before, showed him the statute and he was ok with it. Said he would pass it along to everyone in his barrack.

    well I finally went for my first real ride using version 1 of the LED modulators (replacements should be here monday), and my only real complaint is that EVERYONE PULLS OVER AND TRIES TO STOP!

    Ended up having it off more than on.

    Hopefully it's not as much of a problem with version 2...

    Leave them on. Your visually presented conspicuously is more important than their apprehension.

    Or... Subscribe to possibly being not seen and dead.

    The more of us that run these modulators, the more that the traveling public will get used to them.

    So I received the revised LED Headlight Modulators from Kisan yesterday. I think they look a lot better, and more like they are actually modulating instead of turning off and back on:
