Unfortunately many thinks , that retaliation in any form can cure mutual odium . Since open battle has limitations , terrorism will remind us , that war doesn't end in formal , or political agreements . This can apply to all enemies , who are unable to forgive and forget . There is no formula of "submissive peace" , so wouldn't be better do not target others in the first place ?
