Center stand and H2O

I don't use the center stand very often at all but today I did to wash and air the back tire. Upon putting the stand down rusty water pf about an ounce came out. Yes I do ride in rain often and have even rode through standing water. I will put it down more often in the future to ensure it is not a reservoir. I'm surprised the weep hole only functions correctly when the stand is down.

I'm not close to my bike right now,but where is the water sitting? I ride in weather a lot,generally use the kick stand and never noticed this..

Inside the pipe that is the stand itself. It is fabricated from pipe so hollow of course and does not drain properly unless in the down position.
