Do you need to remove the top cover to replace a tail light bulb

Nope, just the thin plastic strip above the tail light lenses.

...Then remove two nuts inside each saddlebag that are right behind the ends of the light unit.

DO NOT follow the Service Manual instructions. I did and it had you remove the seat, backrest, rack, top cover, and the plastic strip. I was able to clean some parts that I couldn't get to before LOL.
