How to access blogs?

I see where people have blogs but was unsure on how to read or even create one. Thanks for any help!

The Blog feature has not been active since the crash of this website.

It is turned off as far as I know by our website manager, too many spammers were blogging trash on this website.

I don't know how they were able to do so, but they were using this website for non motorcycle postings.
