Why would you want it mounted so low?

I was thinking the same thing as George.
I want one more closely to eye level.
I don't want to be looking down any more than I have to while riding.

I have mine in the same position, I run the USB power lead from under the lid. I just used velco to attach it and put it in the GSP in the box when I dont need it

Do you constantly look down at it?

Mounting it lower presents sun issues, higher the mount the better guys. Here is my simple solution.

The sky is the limit on mounting any type of unit... as far as a GPS goes... it would be better higher, but really how much do you look at it? If you run the sound thru your helmet, maybe less, for example from Sanford to Franklin is maybe three turns?

After quite a bit of consideration, IMO this bar isn't really worth it... unless you have a ton of devices or you just want stuff mounted down low. A RAM mount (or two or three) on the handlebars seems to hold everything most people need and puts the device more in your line of sight, but at the same time, without being obtrusive.

I thought about drilling the bottom of the bar and running the wires inside of the bar, but am concerned about weakening the structural integrity.

Some have mentioned it has firmed up the handle bars as well.
