Yep he has gone and done it again :icon_doh: but I see a money makeing potential here since "The law also allows the Air Resources Board to regulate cow flatulence if there’s viable technology to reduce it." I have the technology to stop cow flatulence and I'm will to sell it to the state for a tidy sum. Now I'm not going to tell you all how as I don't want anyone to snipe me out of the big $ the state is going to pay me, but here is a hint.
