This is under the bike attached to the frame. Only thing I can think of is it was put there to act as a cushion for a bike lift?

;2cents2; Only a guess but maybe had some of the ErgoIII foot rest mounted there and didn't want to scar the engine guard...... :icon_question:
I agree with FarSide. Someone either mounted something there or did not want to scratch up the engine guard. Maybe they were laying it over and practicing picking it back up, who knows. I have a Ram mount for a GoPro in that exact same spot and placed some thin rubber under the mount.
Remove the hose clamps and check the condition of that portion of the engine guard underneath it. I’d wager a little spray paint may be needed.
Ergo clamp would not be able to fit over that rubber I think, however it might have been real ugly underneath it, and this might have been the window dressing :).
Take it off and look, because it sure ain't pretty looking.
