What Kind of Mount is this?

Hello all,

I recently purchased a F6B last week. There are a few questions that I have and this is one...what type of mount is this, and where can I find a cell phone adaptor that will fit the ball? This bracket looks like it was for XM radio or a GPS. Any help is greatly appreciated!

Defiantly not RAM.
I can't remember the manufacturer but I had the same mount in my 92 Cadillac Seville for the old style mobile phone mounted to the floor of the car.
