Question about hazard lights

Just noticed this after tending to the downed rider this weekend, are my hazards only supposed to work with the ignition on? when I rolled up on the downed rider I was one of the first on him, so I stopped by his side and jumped off the bike, in a fluid motion of dismounting I hit my hazards and jumped to my trauma kit. What I noticed when coming back, no hazards were on, in fact they did not work at all unless the ignition is on. Wondering if that is a side effect of the relay replacement when I went LED or if that is normal.

Hazard lights only work with the key in the "On" or "ACC" position.

Thank you, was wondering why they didn't work and when I hit the ignition as others were helping the downed rider, Kid Rock came blasting out at everyone.
