Help, plastic removal

I cannot figure out how to remove the top piece of plastic just below the luggag rack? The piece on top of and just forward of the tail lights. I purchased the twisted throttle rack and have to replace the oem brackets, but can't figure out how to get this piece off to access the brackets. Thanks for posting. I just figured out how to get that piece off, got the brackets installed and am putting it all back together now. Thanks again.
