I'm a little confused, I thought Rick was setting up the rally. Can someone help me out.

No worries.
Rick, as part of Value Accessories, does an "All Comers" rally every year - this year 7-11 August in SE Ohio.
His last guidance as far as a specific F6B rally was that he was not going to sponsor one this year and he encouraged membership to get together at various places on their own and have fun.
Seems Phantom has taken some steps in that direction.
