Absolutely rent some wheels. Getting around Sturgis (or anywhere else in that part of the USA) without your own transportation is difficult to impossible. Sturgis is a very small town and only has about 10 hotels. Right now you can stay there for less than $100 a night, but during the rally you can add a zero to that figure. Personally I'd stay at one of the nearby towns like Spearfish, Deadwood, Keystone, or Custer. Most of those are in the Black Hills where the scenery is much nicer. Then I'd commute into Sturgis for some of the activities. Many riders commute from places like Gillette, Wyoming. That's over 100 miles away, but with Wyoming's 80 MPH speed limits it's a short ride.

If you really want a more extreme Sturgis party experience consider camping at a place like the Buffalo Chip. Just don't plan on getting much sleep.
