    Looks like a side stand plate tether. I can see someone just taking off and leaving the plate behind, arriving at their next destination and looking for it and then it hits them SH!T . Just my guess.

    I know those cables from brake locks. It reminds you to remove the lock from the front wheel brake to not inadvertently damage it.

    Its just a plate so my side stand does not dig into the asphalt. With the string its easy just to get on the bike then pull up the string and store it
