Military regs requires I wear them, and to be honest, I've never ridden w/o one, short of moving the bike down to the wash pit.

The base rules will vary with occupants of the base. I.e. if a Joint Army/Navy facility, the stricter rules will apply for both services.

I have been known to break a rule or two. I probably won't take it on base. I am on Oahu. Navy regs are the regs out here.
