Has anyone installed the Whelen TIR3 strobe light where the rear reflector is right above the license plate with success?
Any issues , complications?

Yes.
Remounting the reflector near the bottom center of the fender - getting it exactly centered for my OCD proved too difficult, and it's off by an 1/16". Lol.
I used the Kury brake lighting harness (plugs into a connector in the OEM harness) and tapped those lines so my OEM harness is still completely intact.
Highly recommend that procedure - gives you more options and extra wire length to play with.
My older Whelen version is substantially deeper than newer version and it did require some "light plastic trimming" inside the mount area.
Since I now have the LED brake lights that blink then go solid and my Whelen blinks and goes solid, it's pretty bright back there.
Cheers,
Steve

They seem bright as
There is a guy in Deland who fits police cars and does motorcycles as a side business. He seems to have a few other options also but the reflector spot seems to be perfect and clean.

Indeed!
Again. mine was an older model. I wanted attention, but I didn't want it to be continuously irritating to whomever is behind me.
The flash 3x then go steady fit that bill - for me. If I let go and squeeze again, it flashes again then goes steady.
Others want different effects - there were videos on the Whelen site that show different patterns.
Cheers,
Steve

I had the Kuryakyn "Hockey Stick" LEDs with the flasher on a prior F6B which looked great but didn't provide enough of that BACK OFF feature when braking.
Yep! You sure did make it your own. Like to think I gave you a good start
